Overseas Vote Foundation's mission is to facilitate and increase participation of American overseas voters and military voters and their dependents in the electoral process by providing public access to innovative voter registration tools and services.


Founded in 2005, OVF is a nonpartisan, IRS-designated 501(c)(3) nonprofit public charity incorporated in Delaware.  OVF is not connected with any government or military organization.

Susan Dzieduszycka-Suinat serves as President & CEO.  The OVF Board and Advisors are highly committed professionals, with expertise in policy, technology, overseas voting issues and finance. OVF’s staff is comprised of dedicated global volunteers and professionals with a commitment to voter engagement.

OVF is dedicated to enhancing the civic participation of overseas and military voters whose voting rights are set out in the Uniformed and Overseas Citizen Absentee Voting Act (UOCAVA).  Overseas American citizens, State Department employees, and active duty uniformed service members and their accompanying families are OVF’s focused audience. 

OVF has a “3D” focused approach:

  • Development (Create and expand technology and services to help our community)
  • Data (Conduct and assist with research of our community)
  • Dialogue (Initiate and grow communication channels to address our community and bring their issues to light)

OVF deploys a diverse set of objectives to support its mission:

  • Develop tools and services that simplify the overseas and military absentee voter registration process
  • License customized voter services applications to states and U.S. citizens organizations
  • Educate and support voters through an ongoing communications program
  • Contribute to improving the overseas and military voter registration and absentee ballot process through an active research program including post election surveys of U.S. citizens
  • Since its founding, OVF has developed and launched 19 hosted systems websites for overseas and military voters. These sites welcomed 4.8 million visitors in the 2008 U.S. Presidential election year and 720,000 visitors in 2010.
